Scott Morrison’s failure to properly fund preschool is a cruel insult to Australian children.
 
This was an opportunity to properly invest in the future of our nation’s children – and Scott Morrison failed.
 
The 2019-20 Budget once again provides only one year of rollover funding for universal access for four year olds access to preschool, meaning Scott Morrison would rather leave 350,000 pre-schoolers in limbo than provide permanent funding for early education for four year olds.
 
It also completely ignores three year old funding – despite the overwhelming evidence that two years of quality early education is the best way to prepare our kids for school.
 
This budget is a con for our pre-schoolers, and the Liberals are trying to pretend they care only to get through the next election.
 
After six year years of cuts and chaos, and six weeks before an election, Morrison has delivered an election con with the same Liberal cuts.  
 
Whilst sticking up for the top end of town, this is a government who has stopped caring about the future of the early education for our children.
 
In stark contrast, Bill Shorten and Labor will deliver the biggest single investment in early education with our National Preschool and Kindy Program- a $1.75 billion investment to provide permanent, ongoing funding for four year olds and extending this to include three year olds.
 
Under Labor’s program around 700,000 three and four year olds better off. Under Morrison’s plan around 350,000 four year olds will be left in limbo and no plan for three year olds.
 
Under Labor’s program we are investing $1.75 billion for three and four year olds over four years. Under Morrison funding for preschool is cut after 2020.
 
Labor believes investing in the early years is one of the best investments we can make for the future for our country.
 
The difference couldn’t be clearer: Scott Morrison is for the big end of town whilst Labor is for the best start to life.
